DBLX: DEX listing and DAO

This part is stuck and we are not hiding it: without a $180k market cap there is no DEX listing, and without a DEX listing DBLX cannot move freely — which means no DAO, no votes and no buy-back & burn. Everything here unlocks with a single step, and in the meantime we are building the product that is meant to get us there.
